Some governments put a limit on how many people can meet. (eg. no more than 10 people). So any church has the option to allow anyone in their church to meet in these smaller group meetings. These smaller meetings would need to be with people within the church who have similar risk threshholds and lifestyles. So a household that has been tightly quarantined may be more willing to meet with another household that is similarly cautious.
You could either assign these small groups to have a small group curricula. Or you could have them come together to participate in online church at a home , with an eye towards a future transition to in-building church services (eg. Phase 1 here). Some would refer to this as a smaller version of multi-site, called micro-site or watch groups. Either of these are a significant improvement from just watching alone at home. Like home groups, this would require a bit of matchmaking using online surveys or phone calls.
Outdoors is an even safer way, where households sit outside to listen to the audio of the preaching. They could either play audio worship music, or play that from the online church service, or lead other forms of live worship. Then they can discuss certain observations, applications, and pray.
You could do either of these on a weekly basis, or monthly basis. It adds a bit of community anytime that you have communion 1.
